H.E. Dr. William Samoei Arap Ruto is the Deputy President of the Republic of Kenya (since March 2013). He served previously as the Minister for Higher Education (2010-2011), Minister for Agriculture (2008- 2010), Minister for Home Affairs (2002), and Assistant Minister in the Office of the President (1998). He represented Eldoret North Constituency in the National Assembly for three consecutive terms between 1997 and 2003. As Minister for Agriculture, he presided over the transformation of the sector and in Higher Education Ministry, he is credited for the shift in policy emphasis towards technical education. He served as the Chairman of the Parliamentary Select Committee on Constitutional Reform in the 9th Parliament, which formulated the legal framework that eventually steered the realization of Kenya’s new constitution in 2010.
The Deputy President studied Botany and Zoology at the University of Nairobi and has an MSc and PhD in Plant Ecology from the same University.
Dr. Ruto is married to Rachel Ruto with whom they have 6 children.
